ESI eligibility and the ₹21,000 wage ceiling

ESI and PF both get deducted from a payslip, both have a wage ceiling attached, and it’s easy to assume they work the same way. They don’t — PF proportionally caps at its ceiling; ESI simply switches off the moment gross wage crosses its own.

The ceiling, and why it’s a cliff, not a slope

ESI applies only if gross monthly wage — Basic, HRA, and every other allowance combined, not just Basic the way PF looks at it — is at or below ₹21,000. Cross that figure by even a rupee, and ESI doesn’t reduce or taper off; it stops applying entirely.

Gross wage exactly ₹21,000

ESI applies in full: ₹157.50/month deducted from the employee.

Gross wage ₹21,001 — one rupee more

ESI doesn’t apply at all: ₹0 deducted, and no ESI coverage either. One rupee of gross wage is the entire difference between having ESI and not having it.

What ESI actually costs, on both sides

ESI is funded from both sides of the payslip — the employee’s own 0.75% and the employer’s separate 3.25%, a combined 4% of gross wage, even though only the employee’s share shows up as a deduction on the payslip itself.

₹18,000 gross monthly wage, comfortably under the ceiling

Employee pays ₹135/month. Employer separately contributes ₹585/month. Combined, ₹720/month funds that employee’s ESI coverage — over four times what shows up on the payslip as a deduction.

This calculator’s own default gross wage (₹47,500) sits well above the ₹21,000 ceiling, so ESI doesn’t apply there at all — worth knowing before assuming every payslip includes this deduction.

Who it applies to

ESI only applies at establishments covered under the ESI Act in the first place — not every employer is covered, and the wage ceiling only matters for those that are. The standard ₹21,000 ceiling rises to ₹25,000 specifically for employees with disabilities, a higher threshold recognising that this group may need ESI’s coverage at a wage level the standard ceiling would otherwise exclude.
