Stamp duty is a state subject in India, not a national one — each state government sets, and periodically revises, its own rate. That means the exact same property, at the exact same price, can cost a genuinely different amount to register depending purely on which state it’s in.

Same property, wildly different cost

Worked example

An identical ₹80,00,000 property, applying each state’s own indicative stamp duty and registration rates: Madhya Pradesh comes out highest at ₹8,40,000 total (7.5% duty + 3% registration), while Telangana is lowest at ₹4,40,000 (5% duty + 0.5% registration) — a gap of ₹4,00,000 for the same property, purely from state-set rates.

Two separate rates combine into the total

The number that matters isn’t just the headline stamp duty rate — a separate registration charge is added on top, and states balance the two differently. Chhattisgarh’s stamp duty rate is a relatively modest 5%, but its 4% registration charge pushes its total above several states with a nominally higher stamp duty rate alone. Always compare the combined total, not just the stamp duty percentage a state advertises.

Tip

Several states also offer a rebate — commonly 1–2 percentage points — when a property is registered solely or jointly in a woman’s name, which can meaningfully change where a state ranks in this comparison. That rebate is worth its own dedicated look rather than a footnote here.

What this means when comparing cities

If you’re weighing a property purchase across more than one city or state, stamp duty and registration are a real, one-time cost that belongs in the comparison alongside the property price itself — not an afterthought at the end. On a large enough property, the gap between a high-rate and low-rate state can run into several lakh rupees, comparable to a meaningful chunk of a down payment.
